2. Bad port (on switch): It’s possible some of the pins on the switch are dirty, corroded, or have failed. Test this by moving the ethernet cable connecting your AP to a different switch port, ideally with a known working port configuration. If the AP doesn’t go back into repeater mode, you may have a bad port.

Hi Troy, The most usual case for mac flapping in Meraki is wireless devices jumping between access points. But if the mac is an ethernet mac then the last time I had this was when the customer inadvertently connected the vlans together.
This will typically happen in Meraki devices when client balancing is enabled and the AP tries to steer it to another AP but perhaps it fails to roam or doesn't support 802.11v . What happens if you disable Client Balancing under the Wireless>Configure>Radio Settings page as a test.

Searching the a MAC address from one of these flaps reveals a client visible to both wired and wireless equipment. There is also non-Meraki equipment at play in the switching environment (older cisco catalyst). SO, to me, if the client is roaming, then the mac address could be learned on on multiple switches. The VPLS network itself has to be connected to the Internet - and you need to stop thinking of it as an internal private network. Plugin any kind of NAT router to the ONT, and then the VPLS network will plug directly into this. This device does nothing else but provide Internet access.
