Rei has 3 sections to it's website (It used to be 2), Normal for new merchandise, outlet for sale items and clearance, and used for used items. I know that the majority of used items get resold in garage sales in the store they were returned to but they now sell some popular used items through the used section.

REI sometimes buys additional units of overstock from the vendor that is always intended for the Outlet so it is issued a new/different Outlet SKU which gets sort of a regular Outlet price (discounted from MSRP some 25 to 40%) which is often discounted further when subject to vendor/category promo discounts on the Outlet.

The OUTLET coupon is for items in the online outlet store price ending in 0.73 only. Some items are not eligible but I have tried like 10 different items to see if the discount applies and nothing seems to work.
Outlet items are closeout. Once they sell out they wont be back. Clearance items tend to be out of season and will return next season. It won't jump from clearance to outlet unless REI is going to stop carrying it. 50% off is a friggen good deal. Jump on it before your size is gone.
