The Date and Mint Mark were moved to the edge of the Sacagawea Dollar with the release of the Native American coin Series in 2009 which retained the Sacagawea Bust on the Obverse. I do not have an image of a 2009 coin but offer this image of the 2010 version from the US Mint. Pictures, even rudimentary pictures would answer a lot of questions.

Domestic and Foreign Coins Manufactured by Mints of the United States 1793-1980, published by Department of the Treasury, Bureau of the Mint, 1981, has mintage figures. Foreign Coins struck at United States Mints by Charles G. Altz and E. H. Barton, published by Whitman Publishing Company, 1965, has information on these coins also.

It should be noted that this difference is just between the 80 or 90% of "typical" coins for each mint. At the bottom of the scale the difference is even greater and at the very top there is little difference at all. More than likely you have a normal quarter minted at the Philadelphia Mint. Philadelphia did not use mintmarks in 1978. If you don't have a Red Book (aka A Guide Book of United States Coins) you should get one. Coins struck at Philadelphia before 1979 (except 1942-1945 five-cent pieces) do not have mintmarks.
