I am unable to access my Roku account using the email and password associated with it. When I attempt to get a password reset the email, which does show up on my Roku device, never comes to me. If I attempt to make a new account using that same email address Roku says that the email address is currently in use.

However, if you have already updated your Payment Method and the problem persists, we highly recommend contacting the channel provider, which in this case is Disney+ support.
If they do, you'll have an email address and password that you can use anywhere. If not, you can either cancel your subscription through Roku and subscribe directly with the provider or connect a Roku device to your TV. In general, most here would recommend not subscribing through third parties like Roku, Amazon, Apple, etc. to avoid such problems.

However, if you are subscribed through the channel provider directly, you will need to contact the CBS All Access as they would best be able to assist you with your subscription. Many channels on Roku are developed and maintained by the channel provider themselves.

If you no longer have access to the email that is attached to your Roku account, you can change your Roku email address by going to my.roku.com on a computer or smartphone and signing into you account. Once in your account, under the Account Information section you can click the Update button.
