What I'm referring to is this type of GIF's. I know there is a generator because I made it with one, I just can't find it anymore...
A while ago (although recently enough that I'd expect it to still exist), someone sent me a GIF of my question being typed into google. I found the website and it was a custom generator. However, I cannot find it now after searching for a while. (yes I'm posting this knowing full well that someone's going to use it in a reply if they find it.)

Make the animation in AE/your preferred editing software. Export as individual png frames into a folder at maximum quality and maximum depth. Import the image sequence into photoshop. Use the legacy export for web option. Play with the settings until you are at the maximum file size allowed for your purposes.
I use Blender for many things as well, I really enjoy using it whenever possible. But AFAIK, .GIF is not a file format that Blender supports. You would generally need to export your animation as an image sequence and use another program like Photoshop or Shotcut to do any final editing and then export the sequence as a GIF.
