There is no fee to use Roku. There are subscriptions that you can pay for through Roku -- Netflix, etc -- but if you aren't subscribing to a service, then there is no fee. I suspect you're saying that an item has appeared on your payment card statement that purports to be from Roku. Go to your Roku Subscriptions page and see what shows there.
You do not need a subscription (monthly fees) in order to use the Smart Home cameras and other Smart Home devices. The paid subscription gives you access to more features. (more recording and monitoring options). With the cameras, will basically take photos as storage on SD cards. With subscription, will allow video capture and cloud storage.
On an interesting note, YouTube TV already rebranded its Showtime subscription to Paramount+ with Showtime and hasn't yet changed its $10.99 fee to $11.99, so I'm wondering if that provider will be listed on the Paramount Plus website. Perhaps YouTube TV will soon change its premium channel's fee to match the Paramount Plus website of $11.99.
