Did you all know that Indiana's Scanner Law (IC 35-44.1-2-7) was revised by the General Assembly in 2019 to include "police radio mobile application" as a prohibited item under the law? This revision would seem to prohibit using scanner apps on your smartphone under the same provisions under which scanner radios are prohibited.

When I worked for Illinois State Police in the 80s and early 90s we had 2 separate mobile radios – one high band w/Dist Channel and ISPERN and one low band w/Dist Channel and car-car. It seems that there is a lot more traffic on the frequencies today then back then.
