A while ago (although recently enough that I'd expect it to still exist), someone sent me a GIF of my question being typed into google. I found the website and it was a custom generator. However, I cannot find it now after searching for a while. (yes I'm posting this knowing full well that someone's going to use it in a reply if they find it.)
The Export for Legacy window for controlling GIF export settings is very laggy in Photoshop and tends to crash often. Blender can load an image sequence instantly in the Compositor or Video Editor, and is generally responsive and rarely crashes unexpectedly, but it cannot export GIF format.
Click Save. Close Notepad: Close Notepad. Place the Script in the Video Folder: Move the convert_videos.bat file to the folder where your video files ( .mp4) are located. GIF is basically just a bunch of images being shown one after another. Some software will optimize by detecting areas where the image is the same or only slightly different but that will degrade quality.
So this is not a good analogy IMO. There's no "correct" way to say "GIF", but the reason most people say it with a hard G is because the G in graphical is a hard G. Make the animation in AE/your preferred editing software. Export as individual png frames into a folder at maximum quality and maximum depth. Import the image sequence into photoshop. Use the legacy export for web option. Play with the settings until you are at the maximum file size allowed for your purposes.
