    Why not Malta? But to answer your other questions I am looking at a Postgraduate course in Teaching with a focus on Information Technology.     On the bright side the university itself is nice, surrounded by nature (which is rare in Malta) and promotes many social events. There is the mindset that uni isn't just about studying but making friends and growing as a person. Yes you will always find the cranky lectures and the quality varies greatly.
