It's some extra possibility and many would enjoy a round even without hacks. Let's allow participating without having a room. All people registered at least 5 minutes before should be assigned to rooms as usually.

Regarding extra registration and its impact on contest rating. Usually codeforces contests start around 8 PM in India and it the usually the dinner time in indian hostels. So if I register after 20 mins will my rating be impacted and will the time of the contest be 2 hours or 1 hour 40 min.
