With Hotmail, my email signature always saved but with the switch to Outlook, each time I create a new email message, my signature defaults to whatever you have it set to default to. I can't find any information on how to "permanently" save my signature's font style, size and color.

Outlook might have image blocking enabled, which prevents the automatic loading of images in emails. I recommend creating it in an email message then copying it to the signature dialog. You'll have more editing features available. Or, since its already created, you could edit the file directly. For best results, edit the image using an image editor then insert it once its sized correctly.
