Today is a bad day to be trying to connect to an American Express Savings account under "American Express - Banking". Every month on the 28th, AmEx is recording the monthly interest deposit to all their savings accounts. For that purpose, AmEx seems to have temporarily restricted access to their servers, even from their credit cards website.
For my Amex Savings, I selected American Express Bank FSB (Express Web Connect connection type). When you log on, you can't use your Amex credit card login, you need to set up a different login with American Express Bank.

I have two accounts with American Express - a Savings, and a Credit Card. When trying to Setup Online, Quicken can only see my Savings account and not my Credit Card.
My partner has another Amex card which is tied to a different Amex login and this works fine. I'm so desperate I even signed up for a new Amex card, put it under a different (third) Amex login, and still no transactions downloaded. It started the new account with a small negative starting balance and then nothing.

Same issue for me as bobpastx; I have added my savings using American Express Banking, but every time I update it asks me to verify with a code by email/text and even after going through that, it still doesn't download transaction into the savings account.
I'm having the same issue with my American Express personal loan. It was working fine until I had to reauthorize due to the new connection method. I used one login to see my Amex credit cards and personal loan together. Now, with the reauthorize that had to be done, I can only see an option for the credit cards and not the personal loan.
My wife has a Dillard's credit card issued through American Express. When I attempt to add the credit card to my Quicken accounts (Mac), it fails. I use the login and password that is used on the website Dillard's Card Services which I know is valid. I have also tried to log into the AMEX website with the credentials from the Dillard's Card ...
And I did not download AMEX savings transactions - I have not set that up in Quicken - they were downloaded and assigned to my AMEX credit card account. Then because I use the "transfer" function within quicken - those transactions that were recorded as payments to my credit card were deducted from my checking account.
