I was having slowdown issues so re-installed windows 10 at a startup prompt and then downloaded Office. Webex used to be a plugin in my Outlook app and now it is missing but skype is there. Downloading the Webex windows app from Webex does not resolve the issue. Perusing the Addin window in outlook does not resolve the issue.

Within the Windows 8 Desktop Launch IE. Select the gear next to the star (for favorites) Select F12 developer tools. This should popup developers tools window in the lower part of the browser. Select Tools->Change user agent string -> IE9. Next launch the WebEx meeting and voila. Hope this works for you too!
