The most time they'll download non-stop is about thirty seconds. enough for me to get about half a gig downloaded. The guy in the other comment has a SMALL fix. it's to queue the download, when it stops, click play and let it finish downloading. It sucks. I've tried all day to fix it. It didn't used to be like this, even on windows 10.

With Windows 10 I am getting 400KB/s max. At one point after restarting steam, the download went all the way up to 1024KB/S, but only for about 5 seconds until returning back to around 345KB/s. I read a similar problem somewhere where McAfee was causing slow Steam download speeds, and after uninstalling it the speeds returned to normal.

Always check in Device Manager - Drivers tab to be sure the version you are installing actually shows up. This is because some drivers roll back before the latest is installed (sound drivers particularly do this) so install a driver - reboot - check to be sure it is installed and repeat as needed.

My Steam download of a game still starts and stops, however I will say it starts more often and gets more downloaded than it did. However, it will still take 7+ hours for a larger game to download. I've seen that this is still quite a common issue and that any given Windows 10 update could cause this.
