I've only gotten to whole cake island (so no wano on my list), but I rank them as: Water 7/Enies Lobby. Impel Down/Marineford (though it's nearly tied with Enies Lobby) Sabaody. Jaya/Skypiea (underrated arc imo) Dressrosa.
Just felt like a filler. The most disappointing though is Skypiea. For One Piece standards, it had a lot of writing inconsistencies and it is the One Piece arc that has the most PLOT HOLES. Reject Dial, Pagaya surviving (or everyone struck by Enel's lightning except Luffy) and the wings (minor stuff but eh).

Romance Dawn - Drum Island: pretty consistenly ~2 chapters/episode, with Loguetown as one exception. Arabasta - Water 7: ~1.6-1.4 chapters/episode, exception is Jaya with 2 chapters/episode. Sabaody Archipelago: 9/10. This arc is a game changer in the story. The introduction of Caimi and the other fishmen, the Celestial Dragons, the Rookies, Rayleigh, Kizaru, this arc is just jampacked. And of course one of the saddest moments of the series is at the ending of this arc.
Filler 'arcs' in anime are typically 2-5 episodes long and are infrequent. They often stretch out the content, which creates bad pacing overall. There's a project named 'One Pace' that aims to eliminate fillers and improve pacing. 1000+ episodes is very intimidating but 100 or something volumes isn’t that bad.

Could also be the best arcs for expanding the one piece world. MarineFord introduces so many characters and more importantly, is more like seeing a "whitebeard pirate" arc than a straw hats one. And Enies Lobby, as another commenter pointed out, is ranked high on basically everyone's list. #Gear3 hype.
