It worked - changing the camera access to on for app connector did the trick. I would never have thought of it but yes the video grabber could sort of be construed as a camera device. Thank you so much guys for your help. My Conexant Video Grabber works in 1709 build, however, when updated to 1803 it does not function.
If you can't get it up and running on Win 10 easily, I'd suggest two options: a. Try a driver updater program - for your EasyCap device only, ignoring any other results. e.g. Drivermax (2 free a day). b. Use a virtual machine- e.g. VirtualBox (free) with e.g. Win 7 or earlier installed running under Win 10.
