I have two display chips/cards: the HD 620 (which supports DirectX 12, feature level 12), and an NVDIA 520 (which only supports feature level 12). Photoshop was defaulting to the NVDIA 520. I initially tried to force Photoshop to use the HD 620, but it persisted in using the NVDIA 520.

Solved Jump to solution. After reinstalling Windows today I got problems with my graphics, Intel HD 620. Flashing, cannot adjust brightness etc. The driver was giving a problem: code 43. So I reinstalled with the newest drivers several times, but every time it gives code 43 errors. Now even Microsoft Basic Display gives code 43.
The problem is, while the Intel HD Graphics 620 can support multiple monitors, it cannot support them at sufficient resolution and refresh rate to support two (or more) 4k UHD monitors. If you are having this problem, you can use an add-on USB 3 to DVI, HDMI, DP adapter to drive the second/third monitor.
The Intel HD 4000 is a lower end GPU than the 620 as I know, so there shouldn't be any issues there. "lowest" playable graphics settings are set, and CPU IS at its limit when playing Fortnite, which idk how to fix. My CPU is an Intel i5-7300u with turbo on 3.5ghz, and I have 16 gigs of DDR4 ram.
